Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.B.★制造商要求:Bid by Manufacturer requirement投标人须是中控系统及其控制器、I/O模块的制造商,不接受代理商或集成商.投标人投标时提供制造商声明。The bidders shall be a manufacturer of the central control system, its controllers and I/O modules,agents and integrators are not acceptable.The SUPPLIER shall provide a manufacturer's declaration during the bidding time.C.★第三方认证要求提供：投标人应承诺提供BV船级社为FPSO中央控制系统颁发的船用产品证书。投标人应在投标时提交ABS、DNV、BV或CCS之一颁发的型式认可证书。★Commitment provision required for third-party certification：The SUPPLIER shall commit to providing the marine product certificate of FPSO central control system from BV.The SUPPLIER shall submit the type approval certificate issued by one of ABS, DNV, BV, or CCS at the time of bidding.E.是否接受联合体投标：否Is any bid by a consortium or a joint venture accepted No.F未领购招标文件是否可以参加投标:不可以Can a bidder participate in the bidding without purchasing the Solicitation Document No.投标文件中提供制造商授权书的中标候选人，应在中标候选人公示后3个工作日内将制造商授权书原件（签字或人名章或公章均须为原件，不接受扫描打印文件）送达招标人联系人进行核验，对于国外制造商授权书原件，投标人提前准备以满足核验原件期限要求。投标文件中提供的制造商授权书可在制造商官方网站上查询并核验一致的或纸质投标已递交制造商授权书原件的，可免于送交原件核验。核验结果不一致的，将按照提供虚假投标资料处理；未能在规定期限内提供原件的，将视为不如实提供材料处理。上述两类情况将取消中标候选人资格及中标资格，并按照中国海油相关制度规定给予禁用等处理。The winning candidates who provide the manufacturer's authorization letter in the tender documents shall deliver the original manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned and printed documents will not be accepted) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the time limit requirement for verifying the original. The manufacturer's authorization letter provided in the tender documents can be verified and verified on the manufacturer's official website. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it will be dealt with as providing false bidding materials. Failure to provide the original documents within the prescribed time limit will be treated as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.（2）★业绩要求Requirement for Bidder's reference:投（3）业绩要求Requirement for Bidder's reference：投标人应满足以下业绩要求：投标人应在2006年1月1日至投标截止日期间（以合同签署时间为准）应具有至少1个合同的**浮式生产设施中控系统供货业绩。投标人应按照要求的格式提交业绩文件，包括1）销售合同或订单的复印件；2）中控系统框图；3） 最终用户签字/盖章的交付验收材料（到货验收单或调试验收报告或其他能够证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下信息：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、设备名称、浮式生产设施名称、供货范围、用户签字或盖章的到货验收材料。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
